Civic Questions Service | Government Oversight

Questions worth asking, found every day
and made ready for the council floor.

4Force helps council members, constituency offices, campaign teams and civic groups turn public government data into questions ready to use. We deliver lines of questioning, council scripts and short videos with original sources, and help classify petitions and track replies. We work across parties and throughout Taiwan.

AI Council Questions

We turn each question into ready-to-use lines of questioning, a council script and a 60-second short video script. One hour of recording yields a week of council videos.

  • Lines of questioning: the facts, the sources, the government's likely explanation and the next follow-up
  • Council scripts, plus freedom-of-information requests ready to send
  • Short video scripts with captions, sources and upload copy

Why we do this

4Force Lab is a for-profit company. I'll put that up front.

In 2026 we bid in Pingtung County Government's tenant selection for Zhirenting, and lost. I asked to see the scoring records and was blocked.

So I read it myself. I went through the government's public data one record at a time, and along the way I found that the same method works for any county or city in Taiwan. That is how this system started.

We have a position, so we state it first. Every number and every source is out in the open. Judge for yourself.

Wesley Juan|Principal, 4Force Lab

What we have already done with the same method

AAI is the analysis system we built ourselves. The three results below come from running it on Pingtung County Government's public data, and every number can be recomputed from the original notices.

  • Selection committee structure

    4,446 selection cases

We compiled the committee roster for every public selection case Pingtung County Government ran from 2023 to 2026. One section chief in the Department of Administration and Research, Development and Evaluation sat on 43 selection committees; 36 of those cases were run by other departments.

    See question Q1 →
  • Subsidy report reconciliation

    2,872 subsidy line items

We recomputed the first-half 2026 subsidy report line by line. The line items add up to NT$22.76 million more than the summary-page total, and two postings of the same report show summary totals NT$20.70 million apart.

    See question Q2 →
  • Single-bidder rate

565 of 958 tenders had a single bidder

We read the bidder count on every competitive contract award notice from 2025. Nearly 60% drew only one bidder; from February to August 2026 the figure was 52%.

03

Any party, anywhere in Taiwan

Anyone who uses public data to hold government to account is welcome here. Every county and city, and everyone asking questions, gets the same method: the facts, the arithmetic and the questions worth asking, with the government's possible reasonable explanations written alongside.

Public data formats are shared across counties and cities. We have already run a full round in four of them: Pingtung, Kaohsiung, Taichung and Hualien.

04

Who uses it

  1. 01
    Councilors and constituency offices

Before questioning, they need the questions, the numbers and sources they can open on the spot. The petitions arriving at the office every day also need someone to sort them and follow up.

  2. 02
    Council candidates and campaign teams

Arguing local issues with data holds up under follow-up questions far better than slogans.

  3. 03
    Audit and anti-corruption agencies

A ranked list of cases worth reviewing, drawn from public data, each with its original source.

  4. 04
Civic groups that care about their community

A verifiable starting point, without the hours spent digging through procurement notices.

05

Lines of questioning for councilors

The seven questions below come from one sweep of Pingtung County Government's public data: procurement notices, subsidy reports, budgets and final accounts. Each one sets out the facts with original links, why it is worth asking, the government's possible explanation and the documents worth requesting, and each can be checked against the original notices.

  1. Q1Selection committee makeup: the evaluator and the evaluated on the same panel
  2. Q2Subsidy report: line items don’t match the summary-page total
  3. Q3One bidder, awarded above the base price
  4. Q4Awarded before all construction preconditions were met
  5. Q5Hakka Central Library: NT$75 million in added county funds
  6. Q6Joint office buildings: county advance payments and a central-government cut
  7. Q7Jiuru subsurface water: supervision funds retained after termination

Q1 / 07 · Example

Selection committee makeup: the evaluator and the evaluated on the same panel

Why do staff from the research and evaluation, or control and evaluation, unit sit on the same selection committee as staff from the operating department that unit evaluates?

Research and evaluation staff sit on selection committees alongside the heads of departments they later evaluate. The county government must explain how these members are selected and how subsequent evaluation maintains its distance.

Fact

  • 謝蕙蓮, a section chief in the Department of Administration and Research, Development and Evaluation of Pingtung County Government, is listed as a selection committee member on 43 cases in the Government e-Procurement System award notices collected by AAI (award dates Nov 9, 2021 to Apr 14, 2026). 36 of those cases were run by operating departments other than the Department of Administration and Research, Development and Evaluation.
  • Of these 43 cases, in 11 the position field on the committee roster explicitly reads 管制考核科 (Control and Evaluation Section) or 管制考核 (control and evaluation). For example, the roster for C1130612-3, “2025 Pingtung Lantern Festival: planning and installation of lantern displays in the County Park zone”, reads “Section Chief, Control and Evaluation Section, Department of Research and Evaluation, Pingtung County Government”.
  • Of these 11 cases, 8 were run by the Department of Communication and International Affairs, 1 by the Agriculture Department, 1 by the Hakka Affairs Department and 1 by the Department of Labor and Youth Development. In all 11, the same roster also lists the director of the department running the case.
  • 李雨蓁, Director of the Pingtung County Department of Labor and Youth Development, is listed as a selection committee member on 54 cases (award dates Feb 7, 2023 to May 5, 2026). 52 of them were run by the Department of Labor and Youth Development.
  • 李雨蓁 and 謝蕙蓮 appear on the same selection committee roster in 17 cases, all run by the Department of Labor and Youth Development. One example is E1140409-4, “FY2025 Pingtung County Youth Entrepreneurship and Marketing Promotion Program: commissioned professional services”. In 11 of the 17, both attended the selection meeting.

Why ask

Control and evaluation exists to track how operating departments carry out their programs and what results they achieve. Here the same control-and-evaluation section chief scores vendors alongside a department’s director in that department’s procurement evaluations. When the same program later comes up for evaluation, the evaluator is one of the committee members who chose the vendor in the first place. The county government needs to explain how this arrangement keeps the distance that later evaluation requires.

Possible government explanation

The Regulations for the Organization of Procurement Evaluation Committees allow an agency’s own staff to serve as members, provided outside experts and scholars make up a set share. The county government may explain that research and evaluation staff know program tracking and budget execution well, that inviting members from other departments brings in views from outside the department running the case, that the roster was approved through the proper process, and that each member scores independently before the scores are combined.

Follow-up questions and documents to request

  • The selection committee member selection memo for each case listed above, and the record of approval by the County Magistrate or an authorized official, including the reasons for choosing internal members
  • Minutes of each selection meeting and each member’s score sheet or ranking sheet (vendors’ trade secrets may be redacted)
  • The list of tracked programs and the evaluation records kept by the Control and Evaluation Section of the Department of Administration and Research, Development and Evaluation, for the same period, on the departments running these cases, such as the Department of Communication and International Affairs and the Department of Labor and Youth Development
  • Any internal rules or recusal principles the county government has on research and evaluation or control and evaluation staff serving on operating departments’ procurement selection committees
  • Each case’s working-group preliminary review opinions, and records showing whether the committee roster was made public before bid opening

The evidence pack’s 16 cases count Li Yu-zhen and Hsieh Hui-lien appearing on the same selection roster. Hsieh herself appears in 37 cases within the evidence pack’s G40C analysis scope and 43 across the full collection. This page uses the full collection, where both are listed in 17 cases. The evidence pack’s 16 and this page’s 17 have different scopes and must be kept distinct.

Each case in the lists below links to its award notice on the Government e-Procurement System. Case names, organizing units and the position field are reproduced from the notices in the original Chinese. A 管制考核 tag means the position field for that case explicitly says control and evaluation; a 同席 tag means both officials are listed on that case’s selection committee roster. Variant Chinese characters are normalized to standard forms.

Subsidy report: line items don’t match the summary-page total

Why doesn’t the summary-page total of the subsidy report match the sum of its line items?

Fact

  • In the first-half subsidy report (current year) published by Pingtung County Government on July 20, 2026, the 2,872 line items in the main table add up to NT$376,568,358, while the summary page shows NT$353,805,000. The line items exceed the summary page by NT$22,763,358.
  • The prior-years report published the same day has 1,545 line items totaling NT$209,612,499, which is NT$2,419,499 more than its summary-page total of NT$207,193,000.
  • In the current-year version first published on July 9, 2026, the 2,858 line items total NT$364,541,030, which is NT$9,970,970 less than its summary-page total of NT$374,512,000. The summary-page totals of the two current-year versions differ by NT$20,707,000.
  • All four attachments show cumulative disbursements through June 2026, and the original tables are in units of NT$1,000. Each attachment is checked against its own summary page using its own line items.

Why ask

The public and the council can only gauge the scale of subsidies from the summary-page total. If the line items don’t add back up to it, outsiders cannot confirm which subsidies are counted in the total, or tell which of the two versions is correct.

Possible government explanation

The summary-page total may use a different reference range or exclusion rules, such as write-offs, cross-table items or transfers from prior years, or the gap may come from different export versions. The July 20 version may be a correction of the July 9 version, and rounding amounts to the nearest NT$1,000 would also produce small differences.

Follow-up questions and documents to request

  • The final approved Excel or ODS source files for all four attachments (with formulas and reference ranges intact)
  • The compilation notes for the subsidy report, including rules on exclusions, write-offs and rounding
  • A reconciliation table between the summary-page total and the main-table line items, or any existing check records
  • Upload, approval, correction and replacement records for the July 9 and July 20 notices, and a written statement of which version is currently correct

One bidder, awarded above the base price

The Qingye Awu Creek stream remediation works drew only one bidder. Why was the award NT$350,000 above the base price?

Fact

  • Case No. 142-F1150713-1, “Sandimen Township Qingye Village Upper Awu Creek Wild-Stream Remediation, Phase 1 Works”, was handled by the Soil and Water Conservation Section of the Pingtung County Government Water Resources Department through open tendering with a lowest-price award. 1 bidder took part.
  • Budget NT$8,949,000; base price NT$8,590,000; awarded at NT$8,940,000 (Aug 13, 2026). That is NT$350,000, or about 4.07%, above the base price (the notice’s supplementary remarks say about 4.08%).
  • The notice’s supplementary remarks record that the contracting unit stated there was indeed an emergency, and that an award above the base price under Article 53 of the Government Procurement Act was approved by memo No. 1150215651 on Aug 4, 2026.
  • The project is fully funded by a NT$8,949,000 subsidy from the Agency of Rural Development and Soil and Water Conservation, Ministry of Agriculture. Contract No. 115-142-237; estimated performance period Aug 28 to Dec 28, 2026.

Why ask

With only one bidder there is no price competition, and the base price is the only check on price. The notice cites an “emergency” without saying what made it urgent, how the base price was estimated, or how many rounds of price-reduction talks took place, so outsiders cannot assess the grounds for exceeding the base price.

Possible government explanation

Stream remediation is tied to flood-season timing and debris-flow risk, and a failed tender followed by re-tendering would delay the works. The excess stays under 8% of the base price and was reported and approved under Article 53 of the Procurement Act. The award amount is still NT$9,000 below the budget.

Follow-up questions and documents to request

  • Memo No. 1150215651 of Aug 4, 2026, with attachments
  • Site risk records or inspection records supporting the emergency
  • The basis for setting the base price and its approval record (budget documents, cost estimates)
  • Records of bid opening, bid review and price-reduction negotiations
  • Records of any earlier tender or failed tender for this case, and any review of how to attract more bidders for similar stream works

Awarded before all construction preconditions were met

The Hakka Central Library construction contract was awarded while some construction preconditions were still unmet. What conditions did the higher authority attach to its consent?

Fact

  • Case No. B096-1150721-1B, “Pingtung Hakka Central Library New Construction”, was handled by the Pingtung County Government Cultural Affairs Department under the most advantageous tender method, with 1 bidder. It was awarded on Sep 24, 2026 for NT$328,700,000, against a construction budget of NT$328,756,462.
  • The original wording in the award notice’s “Agency Pre-Award Checklist” field: some items are checked as “not completed”, and the matter has been reported to, and consented to or authorized by, the higher authority.
  • The project receives a NT$270 million subsidy from the Hakka Affairs Council, with an estimated performance period from Oct 12, 2026 to Apr 28, 2028. The same notice lists the case number of the planning, design and supervision technical services contract: B096-1131025-2B.
  • The major program performance report in the FY2025 departmental final accounts states that NT$100 million was available for this program in 2025, of which NT$2,759,090 (2.76%) was spent. The stated reason: “currently carrying out planning and design, and urban-plan amendment procedures for the land, etc.”

Why ask

The Agency Pre-Award Checklist is the gatekeeping list to clear before award and construction start. The notice does not say which items remain incomplete, what conditions the higher authority attached, or when the items will be completed. A project of more than NT$300 million moving onto the site while land and urban-planning procedures remain unclear affects the schedule and the risk of additional costs.

Possible government explanation

The award was made early to fit the Hakka Affairs Council’s subsidy timeline; the incomplete items were reported to and approved by the higher authority, with deadlines for completion. The checklist system itself allows proceeding with higher-level consent, and actual construction start still depends on completing the preconditions.

Follow-up questions and documents to request

  • The full Agency Pre-Award Checklist for this case, with attachments
  • The higher authority’s consent or authorization document (reference number, date, attached conditions)
  • The list of incomplete items, the completion deadline for each, and proof of completion
  • Progress and approval documents for the urban-plan amendment for the land
  • Notice to proceed and the actual construction start date

Hakka Central Library: NT$75 million in added county funds

The Hakka Central Library program grew from NT$300 million to NT$375 million. What does the added NT$75 million in county funds pay for?

Fact

  • Physical p. 210 of the FY2026 general budget (original budget) records the planned total for the Pingtung Hakka Central Library planning, design and construction project as NT$300 million (NT$270 million from the Hakka Affairs Council, NT$30 million in county matching funds), with NT$200 million appropriated for FY2026.
  • Physical p. 481 of the FY2026 first supplementary budget changes the planned total to NT$375 million, adding NT$75 million in county funds: NT$250 million appropriated for FY2026 (of which NT$50 million is county funds) and NT$25 million for FY2027 (county funds). The NT$270 million central subsidy and the NT$30 million in county matching funds are unchanged.
  • The Hakka Affairs Council subsidy letters cited in the budget are 客會產字第 1130006763 號 of Aug 26, 2024, No. 1136600574 of Sep 6, 2024, and No. 1130007991 of Oct 29, 2024.
  • Construction case B096-1150721-1B was awarded on Sep 24, 2026 for NT$328,700,000. The planned program total, construction budget and award amount cover different scopes. Differences should be calculated using figures with the same scope.

Why ask

The added NT$75 million is borne entirely by the county treasury. The supplementary budget only states the change in the total; it does not list which items were added or their quantities and unit prices, so the council had no way to compare the original and revised plans during review.

Possible government explanation

Construction prices rose, costs went up as the design was developed in more detail, or equipment, landscaping and surrounding facilities were added. The central subsidy is capped, so the difference can only come from county funds, and the supplementary budget has already been reviewed by the council.

Follow-up questions and documents to request

  • The originally approved plan and the revised plan
  • An item-by-item comparison of quantities and unit prices before and after the revision
  • The cost-estimate basis for the added NT$75 million in county funds
  • The three Hakka Affairs Council subsidy letters and any subsequent amendment letters
  • Explanatory materials and written replies the county government submitted when the County Council reviewed the supplementary budget

Joint office buildings: county advance payments and a central-government cut

The Hengchun and Ligang joint office buildings are now being funded in advance with county money. Where are the central government’s original approval letters and the letters cutting its funding?

Fact

  • At the 19th, 20th and 21st extraordinary sessions of the 20th Pingtung County Council, general motions No. 16 and No. 15 in the agriculture category approved, respectively, advancing county funds for the FY2026 costs of the Hengchun joint office building (NT$13,360,312) and the Ligang joint office building (NT$13,969,000). Both resolutions read “approved as proposed”.
  • Physical pp. 440–441 of the FY2026 first supplementary budget give a planned total of NT$316,993,725 for the Hengchun project and NT$362,700,800 for the Ligang project, NT$679,694,525 combined, both annotated “advance payment approved by the County Council, converted to regular budget”.
  • The analysis of unspent expenditure in the FY2025 departmental final accounts (physical p. 301) records an unspent balance of NT$26,238,053 for farmland economic-construction facilities, with the reason given as “project-level control in response to cuts in central subsidies”. Funds related to the Hengchun and Ligang projects were not carried over and are instead handled through a 2026 supplementary budget.

Why ask

The county government itself states that central subsidies were cut, yet it has not disclosed which central agency made the cut, how much was originally approved or how much was cut. The two projects’ planned totals come to NT$679,694,525, and with funding shifting from central subsidies to county funds, the burden on the county treasury will change accordingly.

Possible government explanation

Central subsidies may still be disbursed in annual installments or under review. To avoid delaying design and early-stage work, the county advanced its own funds and will convert them to regular budget once the central government approves. The cut may stem from an overall central budget adjustment, and the county government is still seeking the funds.

Follow-up questions and documents to request

  • The central government’s original approval letters and funding-cut letters for both projects (including issuing agency, reference number, date and the reason for the cut)
  • The county government’s advance-payment memo and the attachments to the original motions at the council’s extraordinary sessions
  • A table comparing the original and new year-by-year funding sources and timelines for both projects
  • Procurement case numbers for the planning and design, supervision and construction contracts of both projects, plus site and user-agency information
  • Minutes from the council’s review and the county government’s written replies

Jiuru subsurface water: supervision funds retained after termination

After the main contract for the Jiuru subsurface water works was terminated, why is NT$6,663,584 still retained for project management and supervision?

Fact

  • The analysis of unspent expenditure in the FY2025 departmental final accounts (physical p. 301) records an unspent balance of NT$109,182,665 for water resources works, explaining that the contract for the “Pingtung County Gaoping River Jiuru Site Subsurface Water Development Project design-build works” was terminated for policy and return-on-investment reasons.
  • The analysis of carried-over expenditure in the same volume (physical pp. 249–250) shows NT$6,663,584 retained for “Pingtung County Gaoping River Jiuru Site Subsurface Water Development Project design-build works: commissioned project management and construction supervision technical services”. It is listed under FY2021 current-account carryovers, with the reason given as “debts incurred but not yet settled or contractual obligations, and project-level retention”, and an expected completion date of Dec 31, 2026.
  • The commissioned program expenditure report in the same volume (physical pp. 389–390) also lists this project management and supervision contract, under the budget line “FY2021 water resources works management: commissioned services”, with NT$6,663,584 retained.

Why ask

With the main works terminated, the object of the project management and supervision services is gone. Commissioned-service funds budgeted for FY2021 are retained through the end of 2026, and the final accounts do not say what work has been completed, who is to be paid, or how much.

Possible government explanation

The project management and supervision contract had already delivered some services before the main works were terminated, such as design review and project management, and the completed portion must be settled under the contract after termination. The retained amount is a ceiling on amounts payable but not yet paid; actual payment follows the settlement, and any unused portion will be released.

Follow-up questions and documents to request

  • The main design-build contract and the project management and supervision contract (including contract numbers, contractors and amounts)
  • The approval memo for terminating the contract, and the policy and return-on-investment assessment report
  • Settlement statements, acceptance and payment records for the completed project management and supervision work
  • A breakdown of the retained funds, and payment and release records up to the date of the request
  • Assessment of alternative water-supply options after the termination

All seven are matters awaiting explanation. None is a finding of wrongdoing. These lines of questioning state only facts that can be checked against public records, and draw no inferences about anyone’s motives. In question 1, the selection committee members’ names, units and titles follow the original notices on the Government e-Procurement System.
