The method behind this video

  1. Define the population first: every award notice for Pingtung County Government's openly competed tenders in 2025 (ROC year 114), pulled one by one: 958 in total.
  2. Read the number of bidders in each: 565 drew a single bidder, close to 60%.
  3. Apply the same method to a newer period: from February to August 2026 (ROC year 115), the single-bidder share was 52%, which shows whether the pattern continues.
  4. Take one representative case further: the Artisan Town operations management services contract (E1150212-1), worth NT$2,000,000, with 12 days from notice to deadline and one bidder; the winning company had been registered for 74 days when the contract was awarded.
  5. Check legality before asking: tender periods have statutory minimums and the county did not break the law. The question is about competition: is it normal for more than half of all tenders to draw only one bidder?

Do you know what skill you need to bid on a Pingtung County Government tender? You need to be able to dream.

We pulled every openly competed tender the Pingtung County Government awarded last year, one by one. Of 958, 565 drew only one bidder: nearly 60%.

Here's an example. The Artisan Town operations management contract, only NT$2 million, had less than two weeks from notice to deadline, and one bidder. That company had existed for just 74 days, and it won. All perfectly legal, of course.

So my question is: if you only start preparing once the notice is out, can you make it in time? Or do you have to dream it first?

(Name omitted), let me ask you: should I read this as Pingtung failing to grow businesses that can compete? Or that bidding is pointless because you won't win anyway? Or that I just lack the ability to prepare a bid? Or do I need to consult the ghost committee members first?
