The method behind this video

  1. Search the government procurement portal for the Pingtung County developmental delay case management center program: tender B057-1131113-1B covers all of 2025 and B057-1131113-1C all of 2026, and both award notices show a budget and award of NT$16 million.
  2. Pages B-53 to B-54 of the National Audit Office's report on Pingtung County's FY2025 final accounts say the money comes from the public welfare lottery surplus fund; the same section says that as of 25 March 2026, the referral center had not taken in 696 children (745 cases) for intake assessment.
  3. Count the cost in age: 257 children are under three, and Table 18 shows 716 cases waiting over three months and 193 over six months. A child reported at two and a half turns three after a six-month wait, and the auditors themselves call the years before three the critical treatment window.
  4. Line up the reporting sources by year: Pingtung's infant care centers and home childcare providers filed 29, 16 and 12 reports in 2023, 2024 and 2025. The Ministry of Health and Welfare reports 34,781 national reports in 2023, up 80% in ten years, and the auditors note the national figure for the same reporters rises every year.

Pingtung County contracts out early-intervention referral and case management for NT$16 million a year, paid from public welfare lottery surplus.

On 25 March, 745 cases were sitting on the desk. A child reported at two and a half turns three after a six-month wait, exactly the age the National Audit Office calls the most critical.

The whole country is pushing child development screening, and reports from infant care centers and nannies are rising. In Pingtung, infant care centers and home childcare providers filed 29, 16 and 12 reports over three years.
