The method behind this video
- Record the ethics department's phone answer on April 17: security covers only county premises or events hosted in the county government's name; the Artisan Town event was organized by the department on its own, off county premises, so there is no duty to provide security.
- Pull the Commercial Times report of April 2: the department director personally announced a month of opening events from the 11th, and said the county would keep holding events until the National Property Administration takes the site back.
- Pull the county press release of April 11, 2026: issued by Pingtung County Government, with the director at the press event, NT$200,000 in vouchers from the county, and the county “sincerely inviting people from across Taiwan”.
- Pull the report on the Artisan Town Halloween parade: the director, dressed as a “dragon trainer”, led the parade, the photos are credited “provided by Pingtung County Government”, and the market grew to nearly 60 stalls. Another edition runs October 24 and 25. The ethics department's “off-site, self-run” line does not match the county's own news.

On April 11, Artisan Town reopened. On site, I was filmed for over ten minutes and someone reached out to grab my staff badge. On April 17, I called the Pingtung County Government ethics department.
The ethics department's answer: security covers county premises, or events hosted in the county government's name. That event was organized by the Department of Labor and Youth Development on its own, off county premises, so there is no duty for the agency to provide security.
Yet in the county's press releases, Artisan Town events always carry the Pingtung County Government name. The department director personally announced the opening events and led the Halloween parade last year, with photos provided by the county.
On October 24 and 25, Artisan Town is holding Halloween again. Magistrate Chou Chun-mi, does this event count as the county's? If something goes wrong, who do residents turn to?
