Original YouTube title: 屏東縣政府一億以上的案子,決標價跟預算差不到百分之一?我照三個數字一個一個驗算給你看

The method behind this video

  1. Check each budget, award price and bidder count against the original award notice and recalculate the ratio.
  2. Separate the 16 contracts above NT$100 million from all 749 calculable contracts to keep scopes consistent.
  3. Apply the same calculation to Kaohsiung and other counties and cities to identify the shared scope of the issue.
  4. Identify the 293 single-bidder awards at 99% of budget or more, then ask about budget estimates and competition.

The public description lists 16 contracts above NT$100 million found for this year: 15 awards were within 1% of budget, six matched it exactly and eight had only one bidder.

Across 749 calculable awards, the median award-to-budget ratio was 98.75%. The video applies the same method to other jurisdictions and asks the county how budgets were estimated and why only one bidder participated.
