The method behind this video
- Find an existing case with the same structure: the three-shop system of Japanese pachinko, where every step is legal and the loop ends in cash (covered in Part 1).
- Apply the structure to vouchers: the county runs an event that hands out vouchers and contracts Company A to issue and redeem them; Shop B in the park accepts the vouchers; Company A and Shop B happen to have the same owner.
- Check each step in turn: the contract is legal, the shop's tenancy is legal, accepting vouchers is legal, and a small shop legally issuing receipts in place of uniform invoices is also legal.
- Label it as a hypothetical and hand the question to the responsible agency: when every step is legal, can the event as a whole be run? The agency in charge is asked to answer.

What follows is just a question. Purely hypothetical.
Suppose the county runs an event that hands out vouchers. Issuing and redeeming the vouchers is contracted out to Company A.
Suppose there's a Shop B in the park that accepts these vouchers.
And suppose the owner of Company A and the owner of Shop B happen to be the same person.
Isn't that the pachinko playbook? The county's money is printed as vouchers, the vouchers walk into the owner's own shop, and then go back to the same owner to be redeemed.
Every step is legal. The contract is legal, moving into the park is legal, accepting the vouchers is legal, and a small shop legally issuing receipts in place of uniform invoices is legal too.
So I'd like to ask the Department of Labor and Youth Development: can an event like this be run? Just hypothetically.
Surely not, right? Right?
